The City of Goleta has banned all recreational cannabis storefronts and delivery services while it works out an official cannabis ordinance. T
The three medical marijuana dispensaries that have been operating in Goleta have been grandfathered in and are currently allowed to continue to operation while the city develops its cannabis ordinances. New storefronts and services are not allowed right now.

It seems there is still a process whereby a delivery service can get licensed in the city of Goleta. With the passing of Proposition 64 the city’s licensing of delivery services may change. For more information see Goleta’s official city website page about delivery licensing.
Prop 64 states that adults over 21 years old can have up to 6 mature plants. Currently there are no restrictions in Goleta as to how many of your 6 plants you can grow outside. This may change with new ordinances.
Prop 64 limits personal possession of cannabis for adults over the age of 21 to one ounce of weed or eight grams of concentrated cannabis in public.
